On the first day of the new Pelosi House of Representatives, Democrats introduced a proposal to expand abortion as part of a “compromise” to end the partial government shutdown. The provision specifically targets the “Mexico City Policy,” which prohibits the international provision or promotion of abortion as “family planning.” The measure also includes a $32 million increase in funding for the United Nations Population Fund (UNPF), which has been linked to China’s “one-child” forced abortion policy. Lawmakers were at an impasse before Christmas after President Trump refused to back down from his demand for border security funding.

The spending bill – to be voted on Thursday – would repeal a provision that bans non-governmental organizations – such as International Planned Parenthood – from providing or promoting abortions as a method of family planning overseas.
Known in the past as the Mexico City Policy, the provision is now known as the Protecting Life in Global Health Assistance Policy, and was instituted by President Donald Trump shortly after his inauguration in January 2017. Abortion rights advocates simply refer to the provision as the “global gag rule.”
